Monitoring the youth situation within the labour market news

The worsening situation of the youth within the labour market triggered particular interest from the European Commission to seek ideas helping to change this state of affairs. The Commission Staff Working Paper of 2011 proposed a set of indicators to monitor the situation of young people but at the level of EU Member States. The problem of access to information, at the regional level, about the position of this group was raised by the European Network on Regional Labour Market Monitoring (ENRLMM). Developing a set of key and context indicators, the Network initiated work on devising a model for the monitoring of young people’s situation within the labour market at this level of data aggregation. The initiative was put into the hands of Polish labour market observatories.

The development of the model was initiated by the Declaration of partnership, signed by the offices listed below in April 2011 and has continued until the present moment.

The following institutions participated in the work:

  1. Regional Labour Office in Białystok (Labour Market and Economic Forecast Observatory of Podlasie) – Working group’s leader,
  2. Regional Labour Office in Gdańsk,
  3. Regional Labour Office in Kraków (Labour Market and Education Observatory of Małopolska),
  4. Regional Labour Office in Poznań (Labour Market Observatory of Wielkopolska),
  5. Regional Labour Office in Rzeszów (Labour Market Observatory of Podkarpacie),
  6. Regional Labour Office in Szczecin,
  7. Regional Labour Office in Warsaw (Department of Labour Market Observatory of Mazowsze).

The Declaration of partnership was also signed in June/July 2013 by the next six Regional Labour Offices which had declared their intention to participate in the working group:

  1. Regional Labour Office in Katowice,
  2. Regional Labour Office in Kielce,
  3. Regional Labour Office in Lodz,
  4. Regional Labour Office in Olsztyn,
  5. Regional Labour Office in Torun,
  6. Dolnoslaski Regional Labour Office in Walbrzych.
